Summary
In July 2026 we tested what fifteen years of Ireland’s purchase-order transparency commitment has produced. A stratified sample of 25 public bodies — departments, national agencies, local authorities, health and education bodies — was checked for whether disclosures exist, how current they are, what format they take and what they disclose. Almost everybody publishes, and almost nothing joins up.
What it covers
- The commitment dates to the 2011 Public Service Reform Plan and has sat in FOI model publication-scheme guidance since 2016.
- Every available current file was opened and inspected; automated checks that failed were verified by hand.
